All BudgetVM Virtual Server plans are GUARANTEED resources. You will be guaranteed your RAM, CPU and DISK 100% of the time. We do allow your CPU to burst above your guaranteed levels when resources permit.

Yes, every Virtual Server includes console access. To access the console all you need to do is login to the Portal and select the server you want to access. You will see a link for "Terminal Access". This will open a AJAX session displaying the console as if you were sitting in front of the server.
